Harbor Free plan limits, and what happens at each one.
Free does not expire and needs no card. It covers 2 people, and it counts a few things a paid plan does not. Here is each limit, what you see when you reach one, and what keeps working whatever the plan.
What the Free plan includes
Every Free limit is in this table. The Pro column is for comparison; prices, and the Premium plan, are on Harbor pricing.
| Limit | On Free | Counted | On Pro |
|---|---|---|---|
| Members | 2, pending invites included | Per workspace | No member limit |
| Sources | 1: one channel, repo, folder or space | Per workspace | 5, and a source is a whole connected tool |
| Items in the brain | 1,000 rules and facts | Per workspace | No item limit |
| History | 30 days for task notes, documents and run outcomes. Rules are not aged out | Per workspace | One year |
| A new source reads back | The last 30 days | Per source | The last 12 months |
| Questions in Ask and chat | 10 a day, the two together | Per person, across your Free workspaces | No daily count |
| Uploads | 5 a day, each read to its first 150,000 characters, a site to 5 pages | Per person, across your Free workspaces | No daily count, files read whole, a site to 30 pages |
| Corrections Harbor learns from | 200 a day | Per person, across your Free workspaces | No daily count |
| AI use | A fair-use allowance by the day and the month, and a daily and monthly safety limit for the workspace | Per person, and per workspace | A daily and monthly safety cap that grows with each seat |
| Free workspaces you own | 2 | Per person | A Pro workspace does not count |
Nothing in the table stops recall. Your agents keep getting your team’s rules before each prompt whatever limit you are at, and agent runs are not counted on any plan: the run happens in your own Claude Code, Codex, Cursor or GitHub Copilot.
Who counts as a member on Free?
Everyone in the workspace, plus every invitation that has not been accepted yet. Free covers 2. An invitation holds its seat from the moment it is sent, so revoking a pending one frees the seat again.
When the workspace is full, the invite dialog says Your team is full on Free and Free covers 2 people, pending invites included. Pro has no member limit. If somebody accepts an invitation while the team is full, they are not added, and Harbor tells the workspace’s admins who could not join. Settings, Billing counts both under Usage this month, for example 1 / 2 · 1 invite pending.
A workspace that already has more than 2 people keeps all of them. Nobody is removed. It shows a bar with how many members it has, how many the Free plan covers and how many seats over it is, with a way to upgrade or remove a member, and it cannot invite anyone until it is under the limit or on Pro.
What one source means on Free
On Free a source is one unit: one Slack channel, one GitHub repo, one Drive folder or one Confluence space. Connecting a tool is free on every plan. What counts is switching a unit on, because that is what Harbor reads. On Pro a source is the whole connected tool, with every channel, repo, folder and space inside it.
With one unit already on, you cannot switch on a second, and Sources says why: Your plan includes 1 source, and it is already in use. A source is one channel, repo, folder or space. Turn one off to swap it, or upgrade for more. So on Free, pick the one unit where your team decides things, for example your busiest engineering channel or your main repo. Connect GitHub, Slack, Notion and Jira explains what each source reads.
When you switch a unit on, you choose Import history or Start from today. On Free, Import history reads the last 30 days. On Pro and Premium it reads the last 12 months.
How the 1,000 items and 30 days work
An item is one thing the brain can hand an agent: a rule, a gotcha, a how-to, a fact from a source. Billing counts them under Usage this month, in the Company brain row, against 1,000, with 30-day history under it.
- Past 1,000 items, Harbor archives the ones used least recently as new ones come in, and the bar says This workspace is at Free’s 1,000 items, so Harbor archives the least used ones as new ones come in. Upgrading brings them back; Pro has no item limit.
- The 30 days apply to task notes, documents and run outcomes. One that nobody has used for 30 days stops being recalled. Each time an agent is handed it, or it is confirmed again, the 30 days start over. Your team’s rules are not aged out by time; they count toward the 1,000 instead.
- Archived is not deleted. An archived item keeps its text and comes back when you move to a plan with room for it.
Questions, uploads and AI use
Questions, uploads, corrections and the AI allowance are counted per person, across all the Free workspaces you are in. What you do in a paid workspace is that workspace’s and is never counted here.
Ten questions a day across Ask and chat
A question in Ask, a /harbor question in Slack and a chat turn that got an answer each count as one, 10 a day in all. A question Ask had nothing to answer from does not count, and an answer that was cut off and resumed counts once. The eleventh gets Today’s 10 Free questions across Ask and chat are used up. They come back at midnight UTC, about 5 hours from now. Recall keeps working. Pro removes this limit.
Ask answers on the same model on every plan. Chat on Free answers on a lighter, faster model and stays on it for long tasks; on Pro, chat moves its longest tasks to a stronger model.
Five uploads a day
A file, a paste, a link or a site each count as one upload, and a site counts once however many pages it has. On Free each upload is read to its first 150,000 characters, and a site to its first 5 pages.
200 corrections a day
When you correct your agent, Harbor can write the rule you meant (Learn from corrections, in Settings under Brain governance). Free reads up to 200 of your corrections a day. Past that, Corrections after this are not learned until midnight UTC.
A fair-use AI allowance
Free has an AI allowance per person, by the day and by the month. Past it, the bar says Your Free AI allowance for today is used up. Recall keeps working without its AI filter, and Ask, chat and uploads pause. Without its AI filter, recall still sends your rules, in their plain ranked order, rather than after a model has dropped the ones that do not apply.
The workspace also has a daily and a monthly safety limit, shared by everyone in it. At three quarters of the day’s, syncs and uploads wait until midnight UTC while chat, Ask and recall keep working. When the month’s syncing is used up, new activity from your sources is kept and waits for the 1st: New activity from your connected sources is kept and syncs on December 1, or at once on Pro. Nothing is lost.
Two Free workspaces per person
You can own at most 2 Free workspaces. Being a member of somebody else’s workspace does not count, and neither does a Pro one you own. A third gets You already own 2 Free workspaces. Upgrade one to Pro, or delete one, to create another.
What you see when you reach a limit
Every notice says the same four things: what is limited, what still works, when it comes back, and the way out. They are written once, so the app, your terminal and your inbox say the same sentence.
At the moment it happens
In the app, the action that hit the limit opens a dialog, Upgrade required, with the reason, a Current usage bar and Resets on with the date. Owners and admins get Upgrade to Pro, which opens Billing; everyone else reads Contact your workspace admin to upgrade. A /harbor question in Slack gets the reason as its reply.
A bar on every page while it holds
While a limit holds, a bar sits at the top of every page in the app. It shows the hardest limit, and the rest open from 1 more limit or 2 more limits. It clears by itself when the limit lifts, or at once when the workspace moves to Pro.
One line in your terminal, once a day
In Claude Code and Codex, when a limit changes what your agent gets (the AI allowance, a safety limit, paused syncing, corrections, or the 1,000 items), Harbor prints one line to you about the hardest of them, once a day on each machine. The questions and uploads limits do not change what your agent gets, so they stay out of your terminal.
⚓ Harbor: Your Free AI allowance for today is used up. Recall keeps working without its AI filter, and Ask, chat and uploads pause. They come back at midnight UTC, about 5 hours from now. On Pro the limit grows with each seat. Upgrade: https://app.gethrbr.com/settings/workspace/billing
The line is for you, not your agent: it never goes into the agent’s context, so the agent never starts telling you to upgrade. Cursor and GitHub Copilot have no channel for such a line, so people on those see the bar and the email instead.
An email, at most once a week
The first time a limit starts, Harbor emails the person it holds, or the workspace owner when it holds the whole workspace. The subject reads like Acme reached a Free limit, the email adds Nothing already in Harbor is deleted, and your agents still get recall., and its button is See plans. You get at most one such email a week, and the same limit at most once in 30 days, so a limit you meet every day is not a daily email.
What keeps working on Free
- Recall and search. No limit on this page stops your agents getting your rules.
- Agent runs. Not counted on any plan.
- Everything already in Harbor. Nothing is deleted. Items past a limit are archived and come back on a plan with room.
- What your sources say. Activity past the month’s syncing is kept and syncs on the 1st.
When does a Free limit reset?
The daily limits (questions, uploads, corrections, the daily AI allowance and the daily safety limit) come back at midnight UTC. The monthly ones (the monthly AI allowance, the monthly safety limit and the month’s syncing) come back on the 1st of the next month, UTC. Members, sources and Free workspaces have no reset: they free up when you revoke an invite, remove a member, turn a unit off or delete a workspace.
How do I upgrade to Pro?
Ask for it in the app. Checkout is not open yet, so Pro is set up by us rather than bought online.
- In Harbor, open Settings, then Billing under your workspace’s name. Owners and admins see it.
- Next to Free, click Ask for Pro. It reads Sending..., then shows Request sent: We’ll reply to you@acme.dev within a day. The button then reads Requested.
- There is nothing to write: the request already tells us who you are and which limit holds you.
If you are not an owner or admin, ask one of them: the bar and the dialog say the same. For Premium, or a question about plans, write to us.
Next, turn Harbor on in your first repo with the Harbor quickstart for Claude Code and Codex.
